All things considered, the advice above still holds: it would be best to contact NPRC and ask if they would supply the details that you need for an appropriate identificaton. And, yes, it is much easier for researchers and writers to accurately identify their materials when archives supply a record with a citation attached!

Thank you very much for digging into that issue for me. I never received a response and I'm still awaiting the most recent one. I guess for now, I will go with a "generic" citation specifyng at least, the United States Naval Bureau. This thread is very helpful!
